Profile

Shane is a senior executive with an extensive background in management and service delivery across government, health and community agencies. With over 25 years’ experience, Shane has worked with government and the private sector to develop new initiatives, evaluate service outcomes and realise business efficiencies.

Supporting a strong background in management advisory Shane has a clinical social work, community development, management and research in health, housing, disability, aged care, early childhood and child protection.

Shane has a detailed understanding of public health and human services policy, research, information systems, and costing and pricing frameworks. Shane has high-level stakeholder engagement skills and has worked with a diversity of consumers and service providers across jurisdictions and internationally.

Examples of projects led or co-led – abridged

Synergy Health and Business Collaborative (2019-2020)

  • Financial analysis of Logan Midwifery Group Practice Program and comparison to standard midwifery group care programs.
  • Consumer experience of disability support services. Shane worked with Achieve Australia to develop, trial and implement a survey (online and interview) to capture consumer and carer experience of care across a range of residential and community programs.
  • Strategic planning and evaluation framework. Utilising codesign Shane worked with The Addictive World to develop their strategic plan and framework to measure program success and client outcomes.

Carramar Consulting / Johnstaff International Development Pty Ltd (2018-2019)

  • Mental health needs of people living in residential aged care (CESPHN). For this project Shane facilitated a codesign process with care providers, consumers, in-reach mental health service providers, GPs, older person mental health teams to develop a service model and service specifications for a program to deliver mental health services to people living in residential aged care. The process included codesign workshops, individual and small group consultations, online and telephone feedback.
  • Evaluation of Program of Integrated Care (PICS) for people with severe mental illness (Central and Eastern Sydney Primary Health Network – CESPHN). Shane led the PICS evaluation based on activity and outcome data collected by the service and consultations with consumers and service providers. The evaluation identified key opportunities leading onto PICS Stage 2. The codesign process underlying the project was written up with PICS CESPHN staff and accepted for peer reviewed publication.
  • PICS Stage 2 (CESPHN). Shane is currently working with CESPHN and the contracted service provider to codesign service specifications for the 2020 contract. This includes model of care, interface with NDIS, activity targets, outcome measures and evaluation framework.
  • Submission to Disability Royal Commission (Dental Health Services Victoria). Shane worked with consumers and staff of Dental Health Services Victoria to prepare a submission to the Royal Commission addressing the oral health needs of living with a disability.
  • Evaluation of Logan Midwifery Group Practice Program (Qld Health). Evaluation of pilot community-based midwifery program targeting Aboriginal and/or Torres Strait Islanders mothers, refugee mothers, Maori and Pacific Islander mothers and young mothers. The project involved evaluative design, client and key stakeholder interviews, quantitative data analysis and preparation of a publication standard report.
  • Model of Care for Special Needs Dentistry (Dental Health Services Victoria). The project entailed systemic literature review; consumer, clinician and academic consultation; patient flow analysis; development of model of care and clinical service redesign
  • Mid North Coast Local Health District Medical Workforce Plan, Nursing Workforce Plan, Allied Health Workforce Plan (Mid North Coast Local Health District). The project developed high level strategic workforce plans for clinical staff in MNCLHD. The project entailed demographic and activity review; consultations with clinicians and key stakeholders (Consumers, Health Service Management, Primary Health Network, Universities); review of LHD, state and national policy impacting on workforce provision and development of high-level, strategic workforce plans.
  • Model of care and functional design requirements for Neonatal Intensive Care Prince Unit at Wales Hospital (South Eastern Sydney Local Health District) the project required a literature review to identify evidence-based model of care and design requirements, working with project team and architects to design for critical adjacencies and patient flow.
  • Review of Lavarack Health Centre Townsville (Aurecon). Johnstaff was subcontracted by Aurecon to review current service against AUHFG, map patient flow and assess fitness for purpose and any risks associated with the existing facility.
  • Randwick Dental Day Surgery (RDS) acquisition (NSW Health Infrastructure). Johnstaff was engaged to provide an independent review and expert advice on the two available options for the acquisition for the POWH Randwick Campus Redevelopment. The project entailed a review of documentation provided by RDS; mapping of current floor space to AUSHFG to identify Schedule of Accommodation requirements; review of regulatory and legislative requirements; review of activity, cost and financial information provided by RDS and overall dental surgery trends to forecast future activity and revenue, development of final recommendations regarding acquisition and cost of acquisition.
  • Impact of Role Delineation changes on service agreement with Northern Beaches Hospital (Northern Sydney Local Health District). The project mapped new NSW Health Role Delineation Guidelines to activity contracted from Northern Beaches Hospital and changes required to Service Agreement to ensure service delivery while managing risk to Northern Sydney LHD.
  • Facility planning for Hornsby Hospital Redevelopment Stage 2. Redevelopment. This involved user groups to develop the architectural brief for the redevelopment in line with AUSHFG.

Synergy Health and Business Collaborative 2014-2017

  • Proposal for provision of sub-acute mental health (Aftercare): Subject matter and technical advice for demand modelling and costing for the provision of community-based services to reduce demand for mental health presentations to ED, inpatient admissions and length of stay for frequent public hospital users. This was modelled using a social benefit bond approach
  • St Vincent’s Campus Interventional Cardiology (St Vincent’s Health Australia): Development of business case for interventional cardiology services, development of tender specifications, review and appraisal of tenders
  • Sydney Health Partners neuro immunology service (Sydney Health Partners, University of Sydney): Development of service specifications and business model for cross-campus (RPAH, Concord, Westmead, Westmead Children’s Hospital) quaternary neuroimmunology pathology service
  • Audit nuclear medicine services (NSW Audit Office): Audit NSW PET services, activity and financial modelling, capital and staff requirements, activity and cost benchmarking, clinical risk assessment
  • Prostate Imaging Centre of Excellence (St Vincent’s Hospital, Sydney): Development of Business Case for PET and MRI services across SVH Sydney Campus, comprising St Vincent’s Public, St Vincent’s Private and Mater Hospital)
  • Best practice cancer care for Aboriginal and Torres Strait Islander people (Cancer Australia): Development of principles for best practice cancer care and framework for national demonstration projects
