Major Capital Investment to Support Division 5 and the Southern Moreton Bay Islands
Division 5 residents are set to benefit from a significant program of capital works and community infrastructure projects in the 2026/27 financial year, with investment across public amenities, drainage, transport infrastructure, recreation facilities, foreshore protection and community assets.
Councillor Shane Rendalls welcomed the inclusion of key projects across Russell, Macleay, Lamb and Karragarra islands, as well as Redland Bay, saying the program would help meet growing community needs while improving essential local infrastructure.
Key projects for 2026/27
Russell Island
- Amenities Renewal Program, including delivery of a new public toilet
- Funding committed for planning the Vehicle Barge Ramp renewal
- Design and construction of a shade sail at Sandy Beach in Lions Boulevard Park
- Library Enrichment Program[1], including consideration of additional reading spaces, flexible seating and outdoor improvements
- Review of the Russell Island Recreation Hall septic system under the city-wide septic renewal program
Macleay Island
- Construction of a new community facility in Southsea Terrace
- Alawa Street inlet structure renewal to address drainage issues
- Review of the Dalpura Bay Park septic system under the city-wide septic renewal program
Lamb Island
- Review of the Ferry Toilet Block septic system and HRL Park septic system under the city-wide septic renewal program
Karragarra Island
- Completion of a shade shelter adjacent to the community garden
- Community Park septic system[2] renewal under the city-wide septic renewal program
Redland Bay
- Construction of a new pedestrian crossing at Broadwater Terrace
- Expansion of the Moreton Bay Cycleway at Talburpin Park
- Design of the Broadwater Terrace drainage upgrade
- Design and construction of the Salisbury Street drainage upgrade
- Design for the Wilkie Street stormwater renewal
- Design for the next stage of the Esplanade foreshore protection project
Key road upgrades
A further $45 million has been allocated for key road upgrades across the city, supporting residents and visitors travelling to and from Redland Bay and the Southern Moreton Bay Islands. These include:
- Construction of the Kinross Road and Boundary Road upgrade
- Renewal of Double Jump Road, Mount Cotton
- Design for Gordon Road intersection upgrades, Redland Bay
- Planning for the Double Jump Road–Kingfisher deviation
Importantly, $1.829 million has been allocated to the Southern Moreton Bay Islands Greenseal Program, supporting ongoing road sealing and infrastructure improvements across island communities. Locations to be announced.
Investing in community infrastructure
The capital works program also includes ongoing investment in new water service connections across the city, wastewater treatment as well as a comprehensive septic system renewal program covering community facilities and public amenities.
Councillor Rendalls said the program reflected Council’s commitment to improving liveability, supporting growth and delivering practical infrastructure outcomes for island and mainland communities.
“These projects represent important investments in community facilities, transport infrastructure, drainage, environmental management and public amenities,” Cr Rendalls said. “They will help ensure our communities remain safe, accessible and well serviced while planning for future growth.”
Delivery timeframes for these works may be subject to weather, site conditions and other operational requirements.
